The project is one of the demonstration projects which form part of the citizen-focus policing part of the police reform programme. On this website you can find out about the National Practitioner Panel for Community Engagement in Policing and access their Guide and database of effective practice examples. The Guide and database have been developed and road-tested by practitioners for community engagement practitioners in the policing field. By going into the database, you can also access the Community Engagement forum to post views or questions - and discuss topics with other practitioners.
The project, of which the Panel forms one strand, is a partnership venture between the Home Office and the Association of Police Authorities and seeks to gather knowledge around – and support improvements in – the effectiveness of police service engagement, consultation and involvement with the public it serves. With the principal focus on learning, the project seeks to identify, gather and share knowledge of what is working with other community engagement practitioners. This website is intended to act as an information exchange for those involved with the project and others with an interest in community engagement. Part-funded by the Treasury's Invest to Save Budget, the twin-stranded project has seen the establishment of a National Practitioner Panel for Community Engagement in Policing and three demonstration projects, based in Cheshire, Merseyside and Northumbria Police Authorities. National Practitioner Panel for Community Engagement in PolicingFormed in late 2003, the Practitioner Panel brings together a core group of 16 policing practitioners with relevant skills, experience and expertise in the community engagement field. The aim of the group is to identify and collate effective practice information and make it available to other practitioners to enable them to carry out their community engagement remit more effectively. The result of their work – the Guide to Community Engagement, supported by a database of effective practice - will be available on this site soon. The Panel relies on information, learning and shared ideas from other practitioners to ensure that their work has relevance and interest to others. The group would particularly welcome examples of effective practice of what is working in community engagement in your areas and you can email them to the address below. Members of the Practitioner Panel can click here to access their password-protected workspace.Police Authority Demonstration SitesThe three sites are each testing a different approach to engaging the community in their area. Operational since spring 2004, the sites are focusing on: Merseyside - a more strategic approach to community engagement and consultation and looking particularly for opportunities to adopt a multi-agency approach where it will bring benefit and add value. Cheshire – improving performance management and service delivery, with a particular emphasis on marketing and ensuring that feedback and two-way communication exists between the service and the community. Northumbria – building an ongoing dialogue with a hard-to-hear community and trying to increase the numbers and widen the demographic profile of regular consultation participants, focusing particularly on two rural areas. About this siteThis site is intended to provide an information space for members of the Practitioner Panel and those involved in the three demonstration areas – along with other community engagement practitioners who have an interest in this work. The website is maintained by OPM, who have been recruited to provide a programme of support to the project – as well as to undertake an external evaluation of the work. OPM works closely with the Home Office, the Practitioner Panel and the three demonstration areas as part of this.
