A community engagement project, however small, is likely to involve matters of law. Working with children, using photos of members of the public, photocopying training materials - these are just a few issues which are governed by laws and regulations. You should get legal advice early on in the planning of your project so that you can make sure you have the necessary permissions/ sign off etc.
